Amendments to the Revised Guidelines on the CPD Program for all Registered and Licensed Professionals
Resolution No. 2016-990, Series of 2016


Manila, August 2, 2016 – Pursuant to Section 5 of Republic Act No. 8981, otherwise known as the “PRC Modernization Act of 2000”, Section 7(a) of Republic Act No. 8981 and Resolution No. 2013-774, Series of 2013 entitled “Revised Guidelines on the Continuing Professional Development (CPD) program for all Registered and Licensed Professional, the Professional Regulation Commission, after a series of consultations and meetings, amended some of the provisions of the said guidelines in order to strengthen and enhance its implementation of effective August 5, 2016.

Amendment to the Revised Guidelines on the CPD Program includes the following:

Section 5 of Section 2: Creation and Composition of CPD Council - Every CPDC shall be composed of a Chairperson and two (2) members. The Chairperson of the CPDC shall be the Chairperson or a member of the PRC so chosen by the PRC concerned to sit in The CPDC. The first member shall be the president or any representative duly authorized by the Accredited Integrated Professional Organization (AIPO). The second member shall be the president or any representative duly authorized by the organization of deans or department heads of schools, colleges or universities offering the course requiring licensure examination.

1.) Section 12 of Section 3: Operational Protocol

1. Specific date/s of regular monthly meeting/s.
2. Provide a list of additional requirements for accreditation as CPD provider and CPD program which are necessary for the development of their profession but not stated in the CPD guidelines.
3. Provide guidelines for crediting various types of self – directed and/or lifelong learning activities.

2.) Section 14 of Section 4: Qualifications for Accreditation of CPD Providers


A. Local CPD Provider

1. Individual/Sole Proprietor

1.1 A registered and licensed professional of good standing.
1.2 Non – conviction of a crime involving moral turpitude.
1.3 Registered entity with the Department of Trade and Industry and the Bureau of Internal Revenue.
1.4 As may be required by the CPD Council.

2. Firms/Partnership/Corporation

2.1 A duly registered partnership, corporation, institution or organization.
2.2 The Articles of Incorporation/ Partnership includes as one of its purposes the training and development of professional.
2.3 Duly registered with the Bureau of Internal Revenue and the Securities and Exchange Commission and/or other pertinent government bodies.
2.4 As may be required by the CPD Council.

3. Government Institutions/ Agencies

3.1 Any government institution/ agency with mandate or program on CPD for professionals.
3.2 As may be required by the CPD Council.


B. Foreign CPD Providers

1. Foreign Entity/ Firm/ Association

1.1 A duly registered entity, firm or association in the country/ state of the applicant which intends to provide CPD program.
1.2 Articles of Incorporation/Partnership/Creation or its equivalent, which includes as one of its purposes, the training and development of professionals.
1.3 Accredited CPD Provider of the country of origin.
1.4 Duly authenticated by the Philippine Embassy/Consulate/Legation in the country/state of the applicant and accompanied by an official English translation.
1.5 As may be required by the CPD Council.

3.) Section 19 of Section 5: CPD Credited Units – Registered and licensed professionals shall complete the required units every three (3) years as specified in Annex “A” (Credited Units Required per Professional) or as specified in their Professional Regulatory Law or as provided by the PRB and the Commission that may be issued.

Any excess CUs earned shall not be carried over the next three-year period except credited units earned for doctorate and master’s degrees or specialty trainings which shall only be credited once during the compliance period.

Credit units may be earned by professionals who participate in programs that emanate from the PRB for the development of the profession.

4.) Section 20 of Section 6: Maximum Creditable Units for Self – Directed And/or Lifelong Learning – The maximum creditable units for self – directed and/or lifelong learning shall be determined by the CPD Council as approved by the Board and the Commission through their Operational Protocol.

5.) Section 7: Quality Assurance Review – Section 21 and 22, Article III of the CPD Guidelines are hereby consolidated under Quality Assurance Review.

Every CPD provider shall be monitored and its performance shall be evaluated periodically during the validity of its accreditation.

For this purpose, the following shall act as CPD program monitors in the order of preference indicated hereunder:

1. CPDC member
2. Any other member of the PRB
3. Duly – designated APO Officers, Board Members, pertinent Committee Chairs and members from national and local chapters where the APO is not the provider of the program to be monitored.
4. Member of the academe who is not a participant in the CPD program.
5. Duly designated professionals among the staff or relevant government or non – government organization.

The CPDCs shall set the qualifications for CPD monitors and draw up a list of such CPD monitors. It shall also approve a monitoring tool for CPD programs.

A CPD Monitor shall be credited with twice the number of CUs approved for a CPD program for which he/she acted.

2016 Proposed Revision of TOS for BLEPP


Dear PAP members,

The PRB/Professional Regulatory Board of Psychology (PRBP) recently sent a proposed revision of the TOS (Table of Specifications for Psychology) for the licensure exams (see embedded file).  

We are requesting our PAP members to read and comment on the revisions made re: TOS.  We hope to receive your comments within next week for  PAP collation, comments will then be forwarded to the PRB board.

Unlike the weights for Psychologist Board Exam, for Psychometricians the weights remain the same. The 2016 proposed TOS is observed to be expanded adding more items to the former enumerated out. So it will be more challenging for the examinees to answer. However, the TOS is now more specific and clearer since it was expanded. Some of the outcomes if not the same were restated to make them clearer. 

The use of words such as assess, compare, evaluate, explain, analyze and distinguish belong to the higher level  in the hierarchy of Bloom's Taxonomy of Learning categorized in the level of Application, Analysis, Synthesis and Evaluation.

As such, the BLEPP as an outcome based exam, examinees should pay more attention on the kind of questions they are required to answer and employ corresponding skills necessary to pass the exam.  Since the exam is not simply recall or memorizing and remembering data or facts.

We hope that readers will do as requested by PAP to provide them comment about the TOS that they will forward to the PRB. So we provided a table and our comments comparing the 2014 (old) TOS with the 2016 (proposed) TOS. You can comment both on the comment section of this blog and in our FB page/groups.



TOS items 1, 2, and 5 are restatements, although higher level of thinking is required. Item No. 3 on theories and models is more explicitly than its 2014 version. Item No. 4 perhaps the use of "multipath model" is more appropriate than "multipath theory" per David Sue's (Understanding Abnormal Behavior, 9th Ed.) "The multi-path model is not a theory, but a way of looking at the variety and complexity of contributors to 
mental disorders."




Mostly carry over of the previous TOS except for item 2, it is explicit on group test results and item 5 added outcome is the implication to test interpretations when there's deviations committed and non-standardized practices. 


 TOS for item 2 the outcome task is more on evaluation (determine and appraise) unlike the previous one which is just to identify factors affecting personality. Also, in item 3 is more expanded to include research methods and including behavior, attitude and values of Filipinos (which may form part of personality). 




TOS for item 1 is expanded to include tools and methods in employee selection (outcome is on analysis).  Items 2 and 3 are also expanded particularly on the aspect of major considerations, strategies and methods. Item 4 added compensation systems. Item 5 is expanded to include leadership and organizational development. Item 6 also expanded to include functional units of Human Resource Management System. Item 7 expanded to include also implications of work life balance and well being to I/O Psychology.

Message from the PAP President

Dear PAP Members,

For almost three decades the PAP worked on a Psychology Law to protect the public and to allow psychologists to practice their profession amidst other licensed mental health professionals. The Philippine Psychology Act was signed into law in 2009 and our gratitude go to all those who were part of the efforts at getting the law passed. Last Friday July 19, 2013 was the induction of the first batch of psychologists and psychometricians who were granted licensure without examination. Our congratulations go to all 400 oath-takers! We would like to thank our Professional Regulatory Board (PRB) Dr. Miriam Cue and Dr. Emy Villar for making this event special. We wish to remind the rest of the PAP community that application for licensure without examination is only until May 21, 2015. According to the PRB, the examination for licensure will be done before the year ends.

PAP will be applying to be the Accredited Integrated Professional Organization (AIPO) to assist the PRB in implementing the Psychology Law. Yet as we are finding out, our law has its challenges and we are trying to navigate through these as best as we can. The Professional Regulatory Commission requires that all new officers of the AIPO are licensed. Thus our biggest challenge is balancing QUALITY, INCLUSION, and GROWTH - not just for those covered in the law but for the entire Psychology community in the country. The Board is currently exploring various options to ensure representation of the many specializations in Psychology and to prevent the marginalization of those whose practice is not covered by the law. We will also be asking the division officers not covered in the law to consult its members whether its practice areas should be regulated. Once we have done this, we will be reviewing the PAP constitution, certification and membership policies and processes to align these with the directions we set.

On October 23-26, 2013 we are holding our first joint international conference with the Asean Regional union of Psychological Societies (ARUPS). We would like to thank Dr. Allan Bernardo and Dr. Chee Leong Goh, Dr. Caring Tarroja, Dr. Mira Ofreneo, Mr. Jay Yacat, Dr. Ronnie Motilla, Dr. Sean Mansukhani who are part of the organization committee and committee chairs Dr Boboy Alianan, Dr. Ola Regala, Dr Paz Manaligod, Dr. Marge Alvarez, Dr. Grace Dalisay, Dr. Claudette Agnes, and Dr. Delia Belleza who are working very hard to make the upcoming conference a success. We are excited because we will have lined up both local and international speakers, presenters and workshop facilitators. On the first day of the conference, we will also be having free learning sessions on various topics. We will be opening up conference registration by August 1 so we hope you will join in yet another milestone!

Even as we are preparing for the PAP ARUPS conference, we are also beginning to prepare for PAPJA to be held on Jan 17 and 18, 2014 under the leadership of Mr. Hector Perez. Please inform your students to save the date!

Finally in terms of outreach and advocacy, the Psychology for Philippine Education program is underway with the pilot schools beginning their work with public schools. We will also be continuing to partner with Interaksyon for an advice column to make psychology more accessible to the public.

We thank you for your support and ask for your continuing involvement as we continue to build our discipline, organization and nation. We hope to see you all in October!
