License Renewal of a Pioneer RPm






For several days, there were passionate and earnest comments exchanged and posted at the Filipino Psychometrician Group on Facebook. The  contentious issues were about membership to Psychological Association of the Philippines (PAP), license renewal and Continuing Professional Development (CPD) points.

With all the issues and concerns raised, several readers and followers of the FB Group volunteered to consolidate  them and will be transmitted to the PAP. It is hoped that PAP will seriously look into those issues and addressed them.

Despite all those exchanges, I have been accumulating CPD points in the past and preparing to renew my license that will expire this year since I belong to the Pioneer RPm Batch of 2014 (those who took the first board licensure exam for Psychometricians).  I have signed up for PAP Membership early on, attended several PAP activities (CPE points were given then ) and attended last year's  PAP convention held in Pampanga (2016). 

Complying with the requirements for license renewal, I put together my certificates of attendance/participation (training, seminars, conventions) in a clear book including my Certificate of Grades from the graduate school. I emailed PAP at (pap_1962_08@yahoo.com) to ask for the LICENSURE RENEWAL FORM and GUIDELINES FOR RENEWAL. You can also download it here - check PAP first if you can use it  (tweaked the form a bit by working on its lay-out).




All my documents ready and the form filled out with my cover letter, I visited PAP Office and applied for a Certificate of Good Standing.  The content of my clear folder was reviewed by PAP staff, paid my membership dues for 2018 and received the coveted Certificate of Good Standing. PAP is the accredited professional organization recognized by the Psychology Board of PRC. The Certificate of Good Standing is a requirement when applying for license renewal - it entails obtaining 45 CPD points and active membership with PAP.

Next, I logged-in to my PRC online profile at  https://www.prc-online.com/transaction ( you need to create one or register if you do not have one yet) to apply for my license renewal.




Once signed in you will see your online profile like below. Click the Select Transaction to get to next step.




Then you will be provided with these menus, since it is license renewal that I am transacting so I clicked the renewal button, there's a drop down button for Profession, choose Psychometrician from the list and then input your license number. Click Proceed.



This page will open up once you press the PROCEED button.
1) Select an office - I chose - PRC Central Office (there are other offices/mall  like Robinsons to chose).
2) Choose a date from the calendar AM or PM on a weekday.
3) Select mode of payment - I chose Bayad Center and charged me PhP 520.00 not PhP450.00 as shown below.





This page will appear with the reference number, show it when paying to Bayad Center.



Once you have paid the amount, sign in again to PRC online - click SELECT TRANSACTION and you will be shown this page - informing you of the payment made. Then click the Print Claiming Stub to get your claim stub that you need to bring to PRC.




Bring the ID Claim slip below to PRC together with your Certification of Good Standing from PAP and Proceed to Window 20 at PRC Ground Floor - License Renewal.

Also, they might ask you to provide a newer ID picture so bring a new one to spare yourself from the hassle of having your photo taken at the PRC and losing your line. The photo will be scanned to replace the  previous photo in your license. 




You will be asked to wait for your name to be called. Once called, show your old license and then you will be asked to write your signature in the electronic signature pad, then issued your new PVC ID or license good for another 3 years... so start accumulating those CPD points again.... good luck!

Amendments to the Revised Guidelines on the CPD Program for all Registered and Licensed Professionals
Resolution No. 2016-990, Series of 2016


Manila, August 2, 2016 – Pursuant to Section 5 of Republic Act No. 8981, otherwise known as the “PRC Modernization Act of 2000”, Section 7(a) of Republic Act No. 8981 and Resolution No. 2013-774, Series of 2013 entitled “Revised Guidelines on the Continuing Professional Development (CPD) program for all Registered and Licensed Professional, the Professional Regulation Commission, after a series of consultations and meetings, amended some of the provisions of the said guidelines in order to strengthen and enhance its implementation of effective August 5, 2016.

Amendment to the Revised Guidelines on the CPD Program includes the following:

Section 5 of Section 2: Creation and Composition of CPD Council - Every CPDC shall be composed of a Chairperson and two (2) members. The Chairperson of the CPDC shall be the Chairperson or a member of the PRC so chosen by the PRC concerned to sit in The CPDC. The first member shall be the president or any representative duly authorized by the Accredited Integrated Professional Organization (AIPO). The second member shall be the president or any representative duly authorized by the organization of deans or department heads of schools, colleges or universities offering the course requiring licensure examination.

1.) Section 12 of Section 3: Operational Protocol

1. Specific date/s of regular monthly meeting/s.
2. Provide a list of additional requirements for accreditation as CPD provider and CPD program which are necessary for the development of their profession but not stated in the CPD guidelines.
3. Provide guidelines for crediting various types of self – directed and/or lifelong learning activities.

2.) Section 14 of Section 4: Qualifications for Accreditation of CPD Providers


A. Local CPD Provider

1. Individual/Sole Proprietor

1.1 A registered and licensed professional of good standing.
1.2 Non – conviction of a crime involving moral turpitude.
1.3 Registered entity with the Department of Trade and Industry and the Bureau of Internal Revenue.
1.4 As may be required by the CPD Council.

2. Firms/Partnership/Corporation

2.1 A duly registered partnership, corporation, institution or organization.
2.2 The Articles of Incorporation/ Partnership includes as one of its purposes the training and development of professional.
2.3 Duly registered with the Bureau of Internal Revenue and the Securities and Exchange Commission and/or other pertinent government bodies.
2.4 As may be required by the CPD Council.

3. Government Institutions/ Agencies

3.1 Any government institution/ agency with mandate or program on CPD for professionals.
3.2 As may be required by the CPD Council.


B. Foreign CPD Providers

1. Foreign Entity/ Firm/ Association

1.1 A duly registered entity, firm or association in the country/ state of the applicant which intends to provide CPD program.
1.2 Articles of Incorporation/Partnership/Creation or its equivalent, which includes as one of its purposes, the training and development of professionals.
1.3 Accredited CPD Provider of the country of origin.
1.4 Duly authenticated by the Philippine Embassy/Consulate/Legation in the country/state of the applicant and accompanied by an official English translation.
1.5 As may be required by the CPD Council.

3.) Section 19 of Section 5: CPD Credited Units – Registered and licensed professionals shall complete the required units every three (3) years as specified in Annex “A” (Credited Units Required per Professional) or as specified in their Professional Regulatory Law or as provided by the PRB and the Commission that may be issued.

Any excess CUs earned shall not be carried over the next three-year period except credited units earned for doctorate and master’s degrees or specialty trainings which shall only be credited once during the compliance period.

Credit units may be earned by professionals who participate in programs that emanate from the PRB for the development of the profession.

4.) Section 20 of Section 6: Maximum Creditable Units for Self – Directed And/or Lifelong Learning – The maximum creditable units for self – directed and/or lifelong learning shall be determined by the CPD Council as approved by the Board and the Commission through their Operational Protocol.

5.) Section 7: Quality Assurance Review – Section 21 and 22, Article III of the CPD Guidelines are hereby consolidated under Quality Assurance Review.

Every CPD provider shall be monitored and its performance shall be evaluated periodically during the validity of its accreditation.

For this purpose, the following shall act as CPD program monitors in the order of preference indicated hereunder:

1. CPDC member
2. Any other member of the PRB
3. Duly – designated APO Officers, Board Members, pertinent Committee Chairs and members from national and local chapters where the APO is not the provider of the program to be monitored.
4. Member of the academe who is not a participant in the CPD program.
5. Duly designated professionals among the staff or relevant government or non – government organization.

The CPDCs shall set the qualifications for CPD monitors and draw up a list of such CPD monitors. It shall also approve a monitoring tool for CPD programs.

A CPD Monitor shall be credited with twice the number of CUs approved for a CPD program for which he/she acted.

Continuing Professional Development (CPD) and the Psychometrician



We have been receiving lots of queries about the requirements to renew license, to think that next month, in November 2015 would only be the first year anniversary of those who were licensed through examinations. To satisfy our inquirers and readers we made this blog post.

Of of the 57 regulated professions of  the Philippine Regulation Commission (PRC), 42 professions are required to earn 45 credit units while the rest are only required 30-credit units for them to renew their license. Check page 13 of the Revised Guidelines 2013-774 Revised Guidelines on the Continuing Professional Development  (CPD) below and look for item #35 for Psychologist (45 Credit Units), however it was not explicit if the same units apply to Psychometricians.

The following points were summarized and serve as highlights of the guidelines:

CPE to CPD
What used to be Continuing Professional Education (CPE) requirement for renewing PRC license is now called Continuing Professional Development or CPD. Continuing Professional Development or CPD is the inculcation of advanced knowledge, skills, and ethical values in a post-licensure specialized or in an inter- or multi-disciplinary field of study for assimilation into professional practice, self-directed research and/or lifelong learning.


Creation of CPDC
The resolution requires every professional regulatory board (PRB) to create a Continuing Professional Development Council (CPDC), subject to approval by the Commission.  The council is vested with powers and functions to ensure and set CPD program; evaluate the application and accreditation of CPD programs, providers,  self-directed and/or lifelong learning; monitor the implementation CPD providers; and assess annually and upgrade criteria for accreditation of providers and programs; conduct researches, studies and benchmarking for international alignment; issue operational guidelines; and perform other incidental or related functions. The Council will be composed of a chairperson and two members, subject to certain qualifications and limitations.


CPD Programs in Various Modes 
Aside from the usual or traditional way of earning CPD units through seminars, workshops, training and conferences the resolution allows for other modes to grant credit which include:

Self Directed Learning - on-line trainings, local/international seminars/non-degree courses, institution/company-sponsored training programs, and the like which did not undergo CPD accreditation but may be applied for and awarded CPD units by the respective CPD Councils.

Lifelong Learning - all learning activities undertaken throughout life for the development of competencies and qualifications. (Section 20: Maximum creditable units for self-directed and/or lifelong learning -  A maximum of 15 creditable units (CUs) may be credited for self-directed and/or lifelong learning within the compliance period of three (3) years.  Any excess CUs earned shall not be carried over to the next 3-year period.) 

Authorship - creation of a new idea/work such as technical or professional books, instructional materials, and the like.

Invention/Patent - a technical solution to a problem in any field of human activity which is new, involves an inventive step and is industrially applicable.  (Section 20. Inventions shall be given full credit units for the compliance period.

Post-graduate Academic Studies - master's or doctoral units/degree earned from a school, college or university, or other institutions recognized by pertinent government bodies.

Specialty Training - a non-degree post-graduate training such as residency, externship, specialty and sub-specialty program conducted, or fellowship conferred, by an organization or society, and/or recognized by the pertinent government authority. (Section 19. Any excess credit units shall not be carried over to the next 3-year period, except credit units earned for doctoral and master's degrees or specialty trainings which shall only be credited once during the compliance period.) 

Resource person - a lecturer, speaker, presenter, panelist, reactor, analyst in a specialized field or the like in a seminar or similar activity.

Diploma Program - a program offered by an institution of higher learning which requires a baccalaureate or post-baccalaureate degree for admission.

Professorial Chair - an academic position awarded to a member of a faculty at the tertiary level who has distinguished himself/herself in the field of expertise. 


Application and Accreditation of CPD Providers
CPD Provider is a natural or juridical person that conducts CPD programs accredited by the CPD Council to conduct CPD programs. An individual and/or   firm/partnership/corporation  may apply as  for accreditation as CPD Provider, provided that requirements and qualifications are satisfied. The accreditation will be valid for three (3) years and renewable for another three years only if  the provider is in good standing based on their performance and compliance of the Council's set standards.
