Schools Required to Submit List of Graduates to PRC


(Note - in the template SO Number is included) 

Resolution 2015-885 series of 2015, is posted on the walls of PRC Application Division informing applicants that their application can only be processed if their names were submitted by their school to PRC. Below is the news that reiterates PRC's implementation of the said resolution  that was first issued as Resolution No. 2008-475.

Those applying for licensure exam or BLEPP, try to ensure that your name is included in the list of graduates that your school submits to PRC.

Manila, January 21, 2015 --- The Professional Regulation Commission (PRC) reiterates the implementation of Commission Resolution No. 2008-475, requiring registrar of schools, colleges and universities to submit a certified and notarized list of graduates of courses or holders of degrees who are possible examinees of licensure examinations.

The list, noted by the President/Chairman of the Board of the academic institution, should indicate the following information/column in excel file format:

Last Name (L_name), First Name (F_name), Middle Name (M_name), Course, School, Date Graduated (Dt_grad), SO No. (SO_no), SO Date (SO_date)

It must also indicate whether the necessary transcript of records had been issued to the graduates/degree holders and be submitted both in hard and digitized copies to prcictlou@gmail.com within fifteen (15) days from date of conferment.

The need to revive and enforce the policy is to ensure that all examinees taking the licensure examinations have been conferred with the required academic degrees by their academic institutions.

“Applicants for licensure examinations whose names do not appear in the list of graduates of courses or holders of degrees provided by the academic institution from which they represent to have finished their course or obtained their degree shall not be allowed to take the licensure examination”, the PRC said.

Certificate of Authentication and Validation (CAV) - Documentary Requirement

In the Implementing Rules and Regulations (IRR) of RA 10029 or the Psychology Act of 2009,  applicants whose TOR does not have an SO this rule applies found in:
Sec. 13-A Documentary Requirements to the Licensure Examination of Psychometricians
c. Original and photocopy of transcript of records (with scanned picture) indicating the Special Order (S.O.) number, and where school is exempted from the issuance of an S.O. a Certificate of Authentication and Validation (CAV) from CHED.

We are sharing here samples of CAV - Certification, Authentication and Verification issued by CHED REgional IV-A (CALABARZON) and CHED National Capital Region shared to us by our two of our blog and FB readers who got their CAV lately.


Mr. Carl Reman shared his experience below:

The first thing na ginawa ko ay nagfile po ako ng request sa Registrar's Office. I paid 250.00 for the authentication of my TOR and Diploma. They also gave me an endorsement letter. When I'm in CHED na po okay naman po ang experience. Make sure may dala pong valid ID. 

May mga guard naman po sa bawat floor so pwede po silang tanungin kung saang room ang CHED regional office. I gave my documents to the administrative clerk then waited for few minutes. Then I paid PhP 40.00 and waited for some minutes. After they will check with you  kung tama po ang spelling ng name, school, address. Then kapag okay na po papareceive'an na nila yung draft ng CAV then yun okay na po.

Nakuha ko na po yung CAV ko, nakita ko po kagabi sa blog mo na may ngtatanong anong itsura ng CAV.. sesend ko po sample galing nung sa akin.. saka naitanong nyo rin po kung gaano kadami ung tao sa PRC.. meron din po akong picture.. mabilis ko lng nmn po napasa ung sa akin since for completion lang naman po kasi.

This was not the the scenario I saw last time.  All seats were taken and there were more people lining up from ground floor up to this Hall of the Application Division.  Note that until the end of the year there will be 16 professions that will take place so file not your application to avoid the rush.

Email from PRC regarding Submission of Certificate of Authentication and Validation (CAV)


For those who already applied and got their NOA for the Psychometrician Licensure Exam, do check your email and spam mail box if you received an email like the above email. Particularly for those who did not comply with the CAV thing like me. Even if I have my NOA already,  PRC still wants me to comply with this missing requirement.

But in the email it cited Sec. 12-A (c) which applies for Psychologists, but since I received the email I will still comply just so I will be "included in the room assignment". The more appropriate provision for Psychometrician is below (but it seems they made a general email to all  licensure examination applications for Psychologists and Psychometricians who did not comply with the CAV):

What is CAV? 

Per IRR of Psychology Act of 2009, CAV refers to Certificate of Authentication and Validation (CAV) issued by the Commission on Higher Education (CHED). But there is also other CAV or the Certification, Authentication and Verification (CAV), term also applies to those requirements when you want your documents authenticated and to have a red ribbon especially for those who applies for work abroad.  Well perhaps the purpose is to distinguish it from those fake documents issued in Recto and Quiapo.

CAV is the requirement I missed out in my application, I was confident that the SO from the school I graduated will not be questioned. But alas, with the email from PRC using a gmail account and without a signature (that looks very unofficial),  I have to apply for it again and secure it from CHED. The school registrar also informed me when I applied for my TOR that most of those who secured their documents for the licensure exam did not request for the CAV requirements, well perhaps, I graduated much earlier than most of the younger batch.

How to apply for CAV?

Some school have their liaison officer who facilitates the application for CAV on behalf of their students/alumni. It can take three (3) weeks before it is released. But in some school they allow their won students to do apply to CHED on their own, with the necessary endorsement from the school. If individual applies directly it may take a week for CHED to release the CAV.
