FAQ on Registration and Oath taking



Saan po kami makakakuha ng Oath form and documentary stamps?
Sa PRC mismo


Nakapag register na po ako and waiting for oath taking na lang pero di po ako bumili ng ticket di po ko makakapunta sa oath taking on Oct.5 sa PICC.When po yung oath taking ng hindi pupunta?
Bumisita sa PRC Office kapag kukunin ang license/ID, certificate at hilingin ang PRC official na mag-take ka ng oath.


Hi good PM. Sorry to ask po again. Just want to know if ever po ba na hindi pa ako nakapag bayad ng 1050 sa pre-registration. Hindi po ba ako pwede magattend ng oath taking kahit may ticket na? 
Yo can attend the oath taking but PRC will not release your ID and certification since you are not paid yet. Your registration number appears or reflected in your ID and the certificate issued after the  oath taking.


Ask ko lang po ulit if kasama na dun sa Php700 ticket ang food sa oath taking sa PICC?
Per person ang bayad, passer at guest o yung kanyang kasama sa oath taking (entrance fee, seat, food and drinks).


Is it true that there is a morning and afternoon oath taking session (Nagkakaubusan daw po kasi ng pang-afternoon oath taking eh)?
Tama, may pang-umaga at pang-hapon dahil madami na ang magtake ng oath.
Morning oath taking - 9:00 AM
Afternoon oath taking - 1:30 PM


Anong oras matatapos?
Marahil mga 2-3 hours ang program lalo na may pang hapon pa na oath taking. Check ang PRC or PAP sa program.

Hindi kayo allowed na mag-practice sa pagiging RPm kung hindi kayo nagtake ng oath kung balak nyo na sa 2017 pa kayo mag-oath.


Is there any outlet po for the ticket na pwede naming bilhan dto sa Vigan or Ilocos region po?
Sa PRC Manila lang po ang ticket outlet para sa oath taking, wala pong regional outlets.

PRC Manila lang ang bilihan ng ticket. Kung dito sa Manila ang oath taking nyo, magpabili na lang sa mga kakilala (ibigay ang inyong details sa kanila).

batang kasama may bayad pa rin? Wala kasi mapapagiwanan.

Hello po. Its me again.. question, pano po ung arrangement ng seats sa oath taking?
Per tables pa rin po ba xa o ung hilera nlng ng chairs this year?
Noong 2014 may mga round tables po  since may i-serve na pagkain at first come first served ang basis sa table free seating walang seating arrangement (may 3-5 tables reserved for guests, PRC officials at topnotchers in front of the stage).


Hi ask ko lang po kung may iba pa po bang nagbebenta ng ticket maliban sa may prc kasi po 
1 guest lang daw per passer. Isa lang binenta nilang ticketfor guests.

No but you can practice until you have taken an oath with any of PRC officials.

Nag exam po ko neto lang and yung general weighted ko po eh 74.80 is there any possibilities po ba na maconsider po ito?
Kung failed ang nakasulat sa ilalim ng score mo, tanggapin mo na ito at pagbutihin sa susunod na exam.

Wala pa pong schedule, check lang po nyo ang PRC Exam Schedule. For 2017 maaring mga buwan ng Disyembre sa taong ito lumabas ang schedule.

1) When is date of 2016 BLEPP?
Examination date will be on  August 30-31, 2016


2) When is the deadline of application?
Deadline of application is 10 August 2016
(Start of filing of application will be by July - check PRC website for announcement.)


3) Where will be the venues?
Luzon - Baguio, Manila, Lucena, Legaspi 
Visayas - Cebu, Iloilo, 
Mindanao - Cagayan de Oro, Davao,  


4) I failed the last time I took the BLEPP can I take again?
Yes you can. Read our post regarding requirements for repeaters here - 


5) What is the passing rate?
In section 18 of RA 10029. "Ratings in the Examination. - To be qualified as having passed the licensure examination for psychologists and psychometricians, a candidate must have obtained a weighted general average of at least seventy-five percent (75%) for all subjects, with no grade lower than sixty percent (60%) in any given subject. So, to be safe you must have a score of 75% or better for all subjects." Many of test takers are failing their Psychological Testing which is equivalent to 40%,  so even if you get a high score in the three other subjects but below 60% in Psychological Testing then the rest of your high scores will be pulled down and so tendency of failing the licensure exam. So the safest is to at least get 75% in all the subjects and not lower.  


6) What is conditional?
In Section 18 of RA 11029 "An examine who obtains a weighted general average of seventy-five percent (75%) or higher but obtains a rating below sixty percent (60%) in any given subject may retake such subjects within the next two (2) years, and upon obtaining a rating of at least seventy-five percent (75%) in each such subject, shall then be deemed to have passed the licensure examination." A case scenario would be an examinee who scored high on all three subjects but got 58% or 59% in Psychological testing, even if the examinee is high on the three subjects (say 90%  in all 3 subjects) thus earning a passing mark but failed one of the subject then the examinee's case  will be conditional. So he can retake again  (and should pass) only the subject s/he failed.


7) I did not show up during the examination day for some unforeseen reason, am I considered a repeater?
Yes since you have been counted as an examinee for that particular day. So your application will be as a repeater since you already have your documents filed with PRC.

FAQ Oath Taking for Psychometrician



We would like to provide the following info since we continue to receive inquiries on our FB page  about the Psychometrician Oath Taking for 2015.  So we do not repeat ourselves, check these FAQ. Information here is also based from our experience of the oath taking in 2014.


1) What is Psychometrician Oath taking? 

It is when you raise your right hand, follow after a lead/oath administrator, stating your name, do a solemn pronouncement to affirm the truth,  pledge your commitment, vow to uphold or follow, adhere, subscribe to the principles, ethics,  policy, laws, other legal and regulations in the practice of your profession as Psychometrician and observe with the presence of witness/es, most of the time family members, friends, relatives and  the public.


2) Why do I have to take the oath?

It is required by the law or RA 10029 known as the Philippine Psychology Act of 2009, Art. VI, REGISTRATION, Section 20. Oath of Psychologists and Psychometricians. - All successful examines qualified for registration and all qualified applicants for registration without examination shall be required to take an oath to uphold the profession before any member of the Board or any officer of the Commission authorized to administer oaths, prior to entering into the practice of psychology or psychometrics in the Philippines.


3) When  and where is the oath  taking?

August 18, 2015- Waterfront Hotel, Cebu City (02:00 p.m.)

September 9, 2015, 01:00 p.m.,  Philippine International Convention Center (PICC), CCP Complex, Metro Manila

4) How much is the ticket?

Early bird costs  PhP 1,000.00 until September 1, 2015 only.

Additional 200 pesos after the early-bird promo, and it might costs PhP 1,500 when purchased on the date of the oath taking. Oath taker pays the same price of ticket for guest/s and his/her own ticket (depending on the date when purchased).

You have to pay for your own ticket and the guests you are bringing to defray costs of venue rental and snacks.

Your ticket number ( assigned seat) most of the time corresponds to the guest ticket number so you can sit together with your guest/s.

5) Can I bring our clan to the oath taking?

Passers/oath takers are entitled to bring guests. You can bring your parents as your guests.  If you are bringing the whole clan be sure to pay for their tickets as well. Depending on the availability of tickets or the set quota by PRC/PAP then you can buy tickets as much funds you have.

Also,  if you do not have anyone (family, friends, relatives) to bring with you to the oath taking it is fine. You can attend the oath taking by yourself.

6) What to wear?

Barong (men) and Filipiniana (ladies)
For your guests (parents, friends, relatives) any decent clothes not necessarily your attire as oath taker.


7) Can I ask someone to purchase ticket for me and my family?

Yes just provide authorization letter and ID to the person you will request to buy your ticket/s.

8) What will I do if I miss/not available on the date of the oath taking?

By all means go to PRC and request a schedule to be given an oath.

9) Will I receive my license at the oath taking?

Yes, maybe. In last year's oath taking, license card and certificate were issued after the oath taking ceremonies. So ask your guest to fall in line ahead in your designated surname-letter alphabet at the registration area/entrance of the hall while just before the closing remarks/towards end of the program.

1) What is BLEPP? 

Board Licensure Examination for Psychologists and Psychometricians is the official name of the board or licensure exam for Filipino Psychologists and Psychometricians that will be administered by the Professional Regulation Commission by virtue of RA 10029 or the Philippine Psychology Act of 2009.


2) What is  Professional Regulation Commission? 

The Professional Regulation Commission (PRC) is responsible for the administration, implementation and enforcement of regulatory policies on the regulation and licensing of various professions and occupations under its jurisdiction. It is the instrument of the Filipino people in securing for the nation a reliable, trustworthy, and progressive system of developing professionals whose personal integrity and spiritual values are solid and respected, whose competencies are globally competitive, and whose commitment to serve the Filipino nation and the whole community is strong and steadfast.


3) Why do we need to take the board exam? 

In line with the implementation of RA 10029 or Philippine Psychology Act of 2009, Psychometrician and Psychology is now a regulated profession in the country. Psychology undergraduates/graduates  who passed the board exam will be given licensed to practice their profession as Psychometrician or Psychologist. A license is leverage for new graduates in their job application or an eligibility for promotion or career advancement for those who are not qualified for the grandfather clause of the law.   


4)  What is grandfather clause?

The grandfather clause allows individuals to be registered as Psychometrician without taking the board exam for as long as they satisfy the requirements of Sec 17 of RA 10029.



5) Who should take the board exam?

The following are the qualifications for those who will be allowed to apply for the board exam:
(a) Is a Filipino citizen, a permanent resident or a citizen of a foreign state/country which extends reciprocity to the Philippines relative to the practice of the profession; 
(b) Holds at least a bachelor's degree (note: course/graduates of AB, BS, MA, MS in Psychology/other title for as long as you have taken the 4 subjects or its equivalent to be taken up in the licensure exam) in psychology conferred by a university, college or school in the Philippines or abroad recognized/accredited by the CHED and has obtained sufficient credits for the subjects covered in the examinations; 
(c) Is of good moral character; and 
(d) Has not been convicted of an offense involving moral turpitude. 



6) When is the deadline of application and the examination date of the first ever board exam?

Deadline of application is 8 October 2014
Examination date will be 28-19 of October 2014


7) What will be the coverage of the board exam?

As mandated in RA 10029 the board exam for Psychometrician will cover Industrial Psychology, Psychological Assessment, Abnormal Psychology and Theories of Personality. The Tables of Specifications provide particular general description of topics that will be covered by the board exam including the number of items and its corresponding percentages.

7.1 What are the required/prescribed  textbooks? 

Wala pong prescribed na textbook/s for the licensure board exam  (like in any board exams) since each school uses different textbooks. Up until now wala pa rin pong Industrial Psychology textbook na authored ng isang Filipino Psychologist widely available sa mga bookstores and used as textbook in the Philippines - correct us if we are wrong.






7.2 What is outcome-based assessment?

Dr. Imelda Virgina G. Villar, Board Member of the Board of Psychology of the Professional Regulation Commission (PRC) in her presentation at the Orientation for the Psychology Licensure Exam held on 18 June 2014, she informed a full packed PSSC Auditorium that Psychology will be the first profession to offer Outcome-based Board Exam in the Philippines. Aside from the Board Licensure Examination for Psychologists and Psychometricians (BLEPP) being implemented this coming October for the first time is another milestone in the history of Psychology in the Philippines.

8)  How to apply?

First step is to visit PRC's website and go to PRC Online Application System, fill out your information. Then proceed to PRC Application Division and file all the necessary requirements. 






8.1  When is the deadline?

Do not wait until the deadline, the earlier you file with 39 days remaining as of 30 August 2014, the better. You may never know what other documents will be requested from you by the screening committee. The deadline is 8 October 2014.


8.2 What is Certificate of Equivalency?

From the Chairperson of the PRC Board of Psychology, Dr. Cue; "Some subjects do not need any certificate of equivalency anymore, like Psychological Testing for Psychological Assessment; Psychopathology for Abnormal Psychology, etc. But for subjects not in the list, you have to seek equivalency from CHED. The Certificate of  Equivalency is asked only if and when: 

a) you finished your degree abroad 
b) when finished a degree in Psychology by some other name and 
c) when you took a professional subject in the board by some other name that is not obviously equivalent to the board subject under consideration." 




8.3 What is CAV?

In the Implementing Rules and Regulations (IRR) of RA 10029 or the Psychology Act of 2009,  applicants whose TOR does not have an SO this rule applies found in: Sec. 13-A Documentary Requirements to the Licensure Examination of Psychometricians, c. Original and photocopy of transcript of records (with scanned picture) indicating the Special Order (S.O.) number, and where school is exempted from the issuance of an S.O. a Certificate of Authentication and Validation (CAV) from CHED.


8.4 How much to pay?

Application fee at PRC is PhP 900.00 other incidental fees include - notary fee, documentary stamps, passport size photos, and fees for the application of CAV or Certificate of Equivalency for others which PRC will require.

9. Do you have some information or baseline data about this board exam?

Yes we conducted a survey and we were able to established some basic information about this board exam like, more women are taking the board exam and their age ranges from 21-26, belonging to the fresh graduates and recently employed (up to 3 years). Most of those who will be taking the exam are doing self-review and among review centers identified by respondents, SPARK Psychology Review Center got the most numbers.

When the Fifth Edition of the Diagnostic and Statistical Manual of Mental Disorders (DSM-5) was released at the American Psychiatric Association’s Annual Meeting in May 2013, it marked the end of more than a decade’s journey in revising the criteria for the diagnosis and classification of mentaldisorders. Although DSM-5 is now complete, a great deal of work remains, and we are hopeful that once again you will play an active role in this next important phase of refining the manual. Our highest priority is ensuring the proper use of DSM-5, including providing training materials; answering questions about its implementation in clinical care and research; clarifying concerns about the new ICD codes and insurance billing; and correcting any errors. Information about DSM-5’s developmental history, including Task Force and Work Group membership and relevant resource documents, will also continue to be maintained here.
